not if those notifications we dropped a few hops ago because a federator
used them as "a hint for distribution across federations".

this is a general elvin-philosophy: producers should never attempt to
second guess how a notification will be used.

even allowing for tickertape as a non-elvin application, adding a
Distribution tag does not seem any more effectual than using selective
naming of tickertape groups.

perhaps a Domain tag could be useful, as a one level hierarchy of group
names, maybe...?  The differnce between a Domain tag and a Destination
tag is that the former describes something about the producer while the
latter describes a property of the consumer.  The latter is Bad(tm) in
elvin...

next, we'll be talking about a Servers field which has the urls of
elvinds to insert copies of the notification into... ;-)

perhaps bill could explain exactly what goal the Distribution tag is
aimed at delivering?  do we currently have a problem with distribution
across federators that security cannot fix better?  is it just that the
use of security is lagging behind the deployment of federated elvinds?

is that 0.04c now?
