actually, i didn't think you were.

and only three levels (universal, domain, group) whereas i was
assuming that Bill's proposal encompassed more than that.

this would share with "Distribution" the fact that it was a list of
values specified by the producer.  it is different in that the values
are not relative, and therefore retain meaning wherever the traffic is
distributed.


i'd also note that this differs little from the current use of the
"classified" tag in sticker, and the similar feature in eTiks.
