[ticker-dev] presence proxy agent

I like the idea of a proxy presence service a lot.  I got excited a few
months ago and started writing one as part of a generic host for Java
bots/services, but only got as far as creating a directory structure for it

I think this would work well in practice.  Also, most clients will exit
properly and set their status to "Offline", at which point a bot could
'adopt' that person until it sees another status update from a non-bot.

P.S. David, I've been meaning to go through your comments on the 0.2 spec
properly.  At first blush they all look valid, so a 0.3 revision will
probably be forthcoming in the next day or two.

P.P.S Is anything happening about Ticker 3.0?
