presence protocol 0.3.1 request for clarification

Firstly item 3.4 the sample exchange..

Been looking at this and attempting an implementation, and there seems no
reason to emit an announcement on startup.
Won't Emitting a presence request, get a response from the current client as
well as all the others?
It does in my trail client anyway, which means I emit two presence info's
instead of one.. 

I really would like some clarifaction of the semantics and use of the
wildcards, if anyone can clear that up I'd be most grateful.
