In general, changing drafts is good.  It's what they're for.  Changing
a standard is another thing.

We're in a middle-ground here in that the draft has been static for a
long time, and so it has come to be seen as a "standard" despite its
flaws.

If we were looking at changing a standard, that's what we'd have to
do (or, please no, Timeout-2 or something).

My goal here is to get the best possible standard.  I know there's
some short-term pain involved, but in a few years that'll be
forgotten, and we'll still be reaping the benefits of a standard name
for timing out information.
