Exactly.

Depending on how it's used, yes.

This would only really work if organisations were happy to use a
default-allow policy.  Internal-only traffic would need to have
Distribution "internal" (or whatever) and would be blocked at the
organisational boundary.


The other question is whether the Distribution value should be a list,
or a single value.  I'm not sure there's a good use for a list ... ?
