[ticker-dev] Aquatik ticker 3.0 support

Hi all,

just taking up the role of protocol nazi again. Aquatik seems to be claiming it's generating v3.0 messages, but using v3.1 timeouts (in seconds) and v1.0 attachments. An example message I spotted last week is attached. It's also using int64's instead of int32's in a number of places. The main problem is the attachments though, since the v3 format tag may stop clients from looking for the v1 attachment.
